The Slufter on the Tweede Maasvlakte is a huge spot at the entrance to the port of Rotterdam: a flat lagoon on the land side and open sea with waves and deep water on the seaward side, with vast space and steady wind. A spot for advanced riders — and the nature reserve to the south is strictly off-limits.
The Slufter is an artificial North Sea spot at the western tip of the Tweede Maasvlakte, at the entrance to the port of Rotterdam: a flat, shallow lagoon on the land side (freestyle, big air, foil on mirror-smooth water) and open sea with waves and deep water on the seaward side. Endless space, steady wind and spectacular industrial views — but a spot for advanced riders, because the lagoon depth varies a lot and, at sea, the current is strong with rips. The wind that works comes off the sea (NW, W, SW, S); an easterly off the land is dangerous and advised against. To the south lies a fragile nature reserve, strictly off-limits, marked with posts, signs and yellow buoys — you don't go there. The ship traffic at the harbour mouth means keeping your distance. The zone runs under a tolerance policy (permit expected in 2026), access is disrupted until 2026 by works, and the future is under threat from a wind-turbine plan. Always read the information signs.
Level and best time
Advanced. Nearly all sources agree: 'suitable for advanced kiters only', beginners are sent to Oostvoorne. The lagoon is flat and mirror-smooth (freestyle, big air, foil), but its depth varies a lot and, on the sea side, there are waves, deep water and current. There's no school or club on the spot itself; you're on your own out here.

An easterly off the land is dangerous (towards the reserve) and advised against; note that a southerly can, per one source, turn locally offshore. At sea there's strong current with rips (tidal channels); in the lagoon the tidal influence is limited, but the depth varies a lot — constant vigilance. Free parking (all sources), but access is disrupted until 2026 by works (TenneT cables): P4 closed until end of January 2026, park at P3 and go via the Maasvlakteweg and Prinses Máximaweg; the Noordzeeboulevard was closed until end of 2025. After the session you have to climb a sand dune of about 30 m through soft sand. Confirm current access on site.

On the season, sources differ (NKV: October-April; KiteGids: year-round / 1 October-30 April) — take it with caution, and read the signs. Note: the spot's future is under threat from a plan for 22 wind turbines.

One source warns that a southerly can also turn locally offshore. And it's strict: south of the spot lies a fragile nature reserve you may not enter, marked with posts, signs and yellow buoys.
