Katwijk aan Zee is an urban North Sea spot along the boulevard, with water that gets deep fast, waves and current, and a strict zoning regime: kiting is only allowed in three designated zones (Skuytevaert in the south, KBS in the middle, Airtime in the north), with a coloured vest. The biggest local danger is the Oude Rijn outfall: when river water is released (spuien), a current sets towards the sea that is 'many times stronger than a rip'. On top of that, rips (the current always pulls towards the sea) and a zoper, the strong current parallel to the beach — swimming straight for shore wears you out. The wind that works comes off the sea (N to SW); an easterly off the land is a no-go. At low tide it flattens in the zwinnen, at high tide it gets more serious. Off-season, access is at its most open; the rescue brigade's flags and the signs are always the reference.
Level and best time
Advanced — the NKV rates it 'advanced', Skuytevaert answers 'beginner spot: no'. The water gets deep fast, there's current and, depending on wind and weather, a solid shore break. At low tide flat, shallow channels (zwinnen) form that are more suitable, but don't count on them as a beginner without supervision. You also have to launch from one of the three zones and wear a coloured vest.

The municipality has designated three kite zones, south to north: Skuytevaert (KWV, section 1A, about 500 m past the end of the boulevard), KBS - Katwijkse Branding Surfclub (middle, section 5) and Airtime (north, section 23). Note: Skuytevaert is open to everyone, KBS and Airtime to (day-)members only. Parking is listed as paid; a day pass is mentioned around €5 (external source) — confirm on site.
source : katwijk.nl ↗On the dates, sources differ: the municipality says 'from 1 March to 1 November, not within the swimming area', the NKV says 'outside 1 April-1 October you may kite anywhere'. Winter (October-March) is therefore the most open. The Katwijk rescue brigade (KRB) and the KNRM handle rescue; a yellow flag at the post means strong current / a dangerous rip. Follow the flags and the instructions.

The wind that works comes off the sea (N to SW, via NW and W). An offshore easterly blows you off the beach out to sea, with wind and current against you on the way back — a no-go. The KRB puts it plainly: in an easterly, floating objects drift out to sea easily. So you never ride in an easterly.
